Owner permissions are realized by Brest regional Council of Deputies.

Brest regional executive committee is an authority in administration and arrangements of the enterprise property.

The enterprise is a subsidiary production unit of the state efficient planning and building unitary enterprise "Community of Brestoblselstroy".
